Book excerpt: In a world where advanced knowledge is widespread and low-cost labor is readily available, U.S. advantages in the marketplace and in science and technology have begun to erode. A comprehensive and coordinated federal effort is urgently needed to bolster U.S. competitiveness and pre-eminence in these areas. This congressionally requested report by a pre-eminent committee makes four recommendations along with 20 implementation actions that federal policy-makers should take to create high-quality jobs and focus new science and technology efforts on meeting the nation's needs, especially in the area of clean, affordable energy: 1) Increase America's talent pool by vastly improving K-12 mathematics and science education; 2) Sustain and strengthen the nation's commitment to long-term basic research; 3) Develop, recruit, and retain top students, scientists, and engineers from both the U.S. and abroad; and 4) Ensure that the United States is the premier place in the world for innovation. Some actions will involve changing existing laws, while others will require financial support that would come from reallocating existing budgets or increasing them. Rising Above the Gathering Storm will be of great interest to federal and state government agencies, educators and schools, public decision makers, research sponsors, regulatory analysts, and scholars.

Available in PDF, EPUB and Kindle. Book excerpt: In the face of so many daunting near-term challenges, U.S. government and industry are letting the crucial strategic issues of U.S. competitiveness slip below the surface. Five years ago, the National Academies prepared Rising Above the Gathering Storm, a book that cautioned: "Without a renewed effort to bolster the foundations of our competitiveness, we can expect to lose our privileged position." Since that time we find ourselves in a country where much has changed--and a great deal has not changed. So where does America stand relative to its position of five years ago when the Gathering Storm book was prepared? The unanimous view of the authors is that our nation's outlook has worsened. The present volume, Rising Above the Gathering Storm, Revisited, explores the tipping point America now faces. Addressing America's competitiveness challenge will require many years if not decades; however, the requisite federal funding of much of that effort is about to terminate. Rising Above the Gathering Storm, Revisited provides a snapshot of the work of the government and the private sector in the past five years, analyzing how the original recommendations have or have not been acted upon, what consequences this may have on future competitiveness, and priorities going forward. In addition, readers will find a series of thought- and discussion-provoking factoids--many of them alarming--about the state of science and innovation in America. Rising Above the Gathering Storm, Revisited is a wake-up call. To reverse the foreboding outlook will require a sustained commitment by both individual citizens and government officials--at all levels. This book, together with the original Gathering Storm volume, provides the roadmap to meet that goal. While this book is essential for policy makers, anyone concerned with the future of innovation, competitiveness, and the standard of living in the United States will find this book an ideal tool for engaging their government representatives, peers, and community about this momentous issue.

Book excerpt: In October 2005, the National Academy of Sciences, National Academy of Engineering, and Institute of Medicine released a policy report that served as a call to action. The report, Rising Above the Gathering Storm: Energizing and Employing America for a Brighter Economic Future observed that "the scientific and technological building blocks critical to the United States economic leadership are eroding at a time when many other nations are gathering strength." The report laid out 20 recommendations in four broad areas - K-12 education, science and engineering research, higher education, and economic and technology policy - and warned that a failure to take action could have dire economic consequences. Rising Above the Gathering Storm sparked intense discussion among policy makers, industrial leaders, and the general public. Five years after the release of the Gathering Storm report, a second report, Rising Above the Gathering Storm, Revisited: Rapidly Approaching Category 5, assessed changes in America's competitive posture. This report concluded that "our nation's outlook has not improved, but rather has worsened" since the Gathering Storm report was released. The report noted examples of other nations that have upgraded their investments in education, technological infrastructure, and innovation systems to a greater extent than has the United States. The ability of the states to drive innovation was the impetus behind a major workshop held in Madison, Wisconsin, on September 20-22, 2011. Titled "Rising Above the Gathering Storm: Developing Regional Innovation Environments," the workshop brought together leaders in education, government, economic development, and industrial innovation to discuss state and regional initiatives to boost competitiveness through science, technology, and innovation. The conference was organized around four major themes: - Revitalizing K-12 Science and Mathematics Education - Strengthening Undergraduate Education in Science and Engineering - Building Effective Partnerships Among Governments, Universities, Companies, and Other Stakeholders - Fostering Regional Technology Development and Entrepreneurship Rising Above the Gathering Storm: Developing Regional Innovation Environments: A Workshop Summary gives an overview of the presentations, observations, and recommendations made during the workshop.

Renowned for his research contributions in the fields of representation theory, automorphic forms, harmonic analysis, and invariant theory, Dr. Howe has also fundamentally deepened our understanding of the mathematics taught in the early school grades and has challenged and stimulated mathematicians and mathematics educators to work together to examine this part of the mathematical universe more critically and in imaginative new ways. This volume will help summarize and highlight Howe's contributions to several topic areas in mathematics education, demonstrating the possibility and importance of engaging mathematicians in high-impact research in mathematics education, and showcasing the importance of cross-disciplinary collaboration and exchange.

Available in PDF, EPUB and Kindle. Book excerpt: Is the United States in danger of losing its competitive edge in science and technology "S & T"? In response to this concern, the Under Secretary of Defense for Personnel and Readiness asked RAND to convene a meeting, held on November 8, 2006, to review evidence presented by experts from academia, government, and the private sector. The papers presented at the meeting addressed a wide range of issues surrounding the United States' current and future S & T competitiveness, including science policy, the quantitative assessment of S & T capability, globalization, the rise of Asia "particularly China and India", innovation, trade, technology diffusion, the increase in foreign-born S & T students and workers in the United States, new directions in the management and compensation of federal S & T workers, and national security and the defense industry. These papers provide a partial survey of the facts, challenges, and questions posed by the potential erosion of U.S.S & T capability. The importance of S & T to U.S. prosperity and security warrants that policymakers pay careful attention to the various high-level reports issued over the past ve years that warn of pressures on the U.S. lead in S & T. The intellectual point of embarkation for the RAND meeting was the foremost recent such report, Rising Above the Gathering Storm: Energizing and Employing America for a Brighter Economic Future, by the National Academy of Sciences.

Available in PDF, EPUB and Kindle. Book excerpt: The rise of other global powers is most often posed as a sorry tale, full of threats to America's primacy, prosperity, and way of life. The potential loss of our #1 status implies a blow to our safety, economy, and prestige. But this is a rare moment in history: none of the world's big powers is our adversaries. In The Next American Century, Nina Hachigian and Mona Sutphen show that the "pivotal powers" -- China, Europe, India, Japan, and Russia -- seek greater influence, but each has an enormous stake in the world economy and a keen desire to thwart common threats. India is a key ally in the struggle against terrorism. China's help is essential to containing pandemic disease. Russia is leading an effort to keep nuclear devices out of terrorists' hands. Japan and Europe are critical partners in tackling climate change. None of these countries is a direct military or ideological challenger. In fact, their gains largely help, rather than hurt, America's continuing prosperity, growth, and, to some extent, even its values. Will we have conflicts with these powers? Definitely. Some will be serious. But, by and large, they want what we want: a stable world and better lives for their citizens. We live in an era of opportunity, not of loss. To take advantage of this moment, the United States must get its own house in order, making sure that American children can compete, American workers can adjust, America's military remains cutting-edge, and American diplomacy entices rather than alienates. While America must be prepared for the possibility that a hostile superpower may one day emerge, it has to be careful not to turn a distant, uncertain threat into an immediate one. Washington should welcome the pivotal powers into a vigorous international order to share the burden of solving pressing global problems of peace, climate, health, and growth. The avenue to a truly safer and more prosperous world runs through the pivotal powers. With them, we can build a world where Americans will thrive, today and tomorrow.

Book excerpt: America's position as the source of much of the world's global innovation has been the foundation of its economic vitality and military power in the post-war. No longer is U.S. pre-eminence assured as a place to turn laboratory discoveries into new commercial products, companies, industries, and high-paying jobs. As the pillars of the U.S. innovation system erode through wavering financial and policy support, the rest of the world is racing to improve its capacity to generate new technologies and products, attract and grow existing industries, and build positions in the high technology industries of tomorrow. Rising to the Challenge: U.S. Innovation Policy for Global Economy emphasizes the importance of sustaining global leadership in the commercialization of innovation which is vital to America's security, its role as a world power, and the welfare of its people. The second decade of the 21st century is witnessing the rise of a global competition that is based on innovative advantage. To this end, both advanced as well as emerging nations are developing and pursuing policies and programs that are in many cases less constrained by ideological limitations on the role of government and the concept of free market economics. The rapid transformation of the global innovation landscape presents tremendous challenges as well as important opportunities for the United States. This report argues that far more vigorous attention be paid to capturing the outputs of innovation - the commercial products, the industries, and particularly high-quality jobs to restore full employment. America's economic and national security future depends on our succeeding in this endeavor.

Book excerpt: This important book delivers a critical wake-up call: a fierce global race for innovation advantage is under way, and while other nations are making support for technology and innovation a central tenet of their economic strategies and policies, America lacks a robust innovation policy. What does this portend? Robert Atkinson and Stephen Ezell, widely respected economic thinkers, report on profound new forces that are shaping the global economy—forces that favor nations with innovation-based economies and innovation policies. Unless the United States enacts public policies to reflect this reality, Americans face the relatively lower standards of living associated with a noncompetitive national economy. The authors explore how a weak innovation economy not only contributed to the Great Recession but is delaying America's recovery from it and how innovation in the United States compares with that in other developed and developing nations. Atkinson and Ezell then lay out a detailed, pragmatic road map for America to regain its global innovation advantage by 2020, as well as maximize the global supply of innovation and promote sustainable globalization.
