Available in PDF, EPUB and Kindle. Book excerpt: Since the 9/11 attacks the world has witnessed the creation of both domestic and international legal instruments designed to disrupt and interdict the financial activities of terrorists. This book analyses the counter-terrorist financing law (CTF), policy and practice at the national level, focusing on Turkey. The work examines the limits and capabilities of CTF efforts on terrorism threats and determines the effectiveness of CTF efforts in Turkey, a country which has a pivotal role in terms of countering terrorism regionally and internationally. The Turkish case-study is supported by an empirical study involving 37 semi-structured interviews with CTF practitioners and law enforcement experts with different affiliations and backgrounds. The findings illustrate that Turkey’s CTF system has not obtained an adequate level of effectiveness as a result of lack of proper implementation of its policy in the bureaucratic, legal and operational spheres. It is evident that the administrative and legal systems in Turkey are established according to the ‘one-size-fits-all’ international CTF standards and thus are compliant with the international CTF benchmarks, yet the interviews reveal significant challenges at the implementation level including lack of training and financial security, heavy handed bureaucracy, inadequate coordination and communication between international and national levels. The book will be an invaluable resource for academics, students and policy-makers working in the areas of financial crime and terrorism.

Available in PDF, EPUB and Kindle. Book excerpt: This book considers some of the most notable aspects of the legal response to the "war on terror" post- 9/11 and the use of technology to support them. It examines the shift from a criminal justice response to the creation of a parallel preventive system running in tandem with it. This system has tended to veer away from the commission of criminal offences or adherence to ordinary criminal justice safeguards. Such a preventive strategy relies on targeting terrorist suspects – those who it is thought may in future commit terrorist acts – and curbing their actions with the aim of preventing terrorist activity before it occurs. The book further considers the role that surveillance plays in the counter-terrorist efforts of state or non-state actors. It also evaluates the counter-productive effects that many of these measures have had. This book was originally published as a special issue of International Review of Law Computers & Technology.

Book excerpt: Terrorism is not a new phenomenon, but almost all communities, regardless of ethnicity, religion, social status or location, are now increasingly facing the challenge of terrorist threat. What makes a terrorist organization attractive to some citizens? A better understanding of the reasons why individuals choose to join terror groups may well enhance efforts to disrupt the recruitment process of terrorist organizations and thereby support current and future counter-terrorism initiatives. This book presents the proceedings of the NATO Advanced Research Workshop, 'Countering Terrorist Recruitment in the Context of Armed Counter-Terrorism Operations', held in Antalya, Turkey, in May 2015. The goal of the workshop was to share existing ideas and develop new ones to tackle terrorist recruitment. The book contains 18 articles covering topics which include: the role of NATO and other international entities in counter-terrorism; understanding recruitment methods and socialization techniques of terror networks by comparing them to gangs; social media in terrorist recruitment; drug money links with terrorist financing; and counter-terrorism and human rights. The book will be of interest to all those involved in developing, planning and executing prevention programs and policies in relation to both armed and non-armed counter-terrorism operations.

Book excerpt: Terrorists need money to commit acts of violence and sustain their operations. Measures to combat terrorism therefore aim to prevent terrorists from raising, moving and using funds or other assets. The effectiveness - and the fairness - of these measures were considered at the second 'Giessbach' seminar on counter-terrorist financing (CTF) organised by the Basel Institute on Governance in October 2008. This book contains essays presented at the seminar written by practitioners and academics with extensive experience in the field of CTF. The authors offer a diversity of views on the domestic, regional and international initiatives aimed at detecting terrorist funds in the financial system, preventing terrorists from moving their money via alternative financial channels and facilitating the recovery of terrorist assets. The editors conclude with in-sights into the ongoing challenge of making CTF measures both effective and legally sustainable in the lead-up to Giessbach III in December 2009.

Book excerpt: Online Terrorist Propaganda, Recruitment, and Radicalization is most complete treatment of the rapidly growing phenomenon of how terrorists’ online presence is utilized for terrorism funding, communication, and recruitment purposes. The book offers an in-depth coverage of the history and development of online "footprints" to target new converts, broaden their messaging, and increase their influence. Chapters present the emergence of various groups; the advancement of terrorist groups’ online presences; their utilization of video, chat room, and social media; and the current capability for propaganda, training, and recruitment. With contributions from leading experts in the field—including practitioners and terrorism researchers—the coverage moves from general factors to specific groups practices as relate to Islamic State of Iraq and the Levant (ISIL), and numerous other groups. Chapters also examine the lone wolf phenomenon as a part of the disturbing trend of self-radicalization. A functional, real-world approach is used regarding the classification of the means and methods by which an online presence is often utilized to promote and support acts of terrorism. Online Terrorist Propaganda, Recruitment, and Radicalization examines practical solutions in identifying the threat posed by terrorist propaganda and U.S. government efforts to counter it, with a particular focus on ISIS, the Dark Web, national and international measures to identify, thwart, and prosecute terrorist activities online. As such, it will be an invaluable resources for intelligence professionals, terrorism and counterterrorism professionals, those researching terrorism funding, and policy makers looking to restrict the spread of terrorism propaganda online.

Available in PDF, EPUB and Kindle. Book excerpt: This work firstly aims to provide balanced and objective insight into the psychology of terrorists; what their motivations are, what keeps them involved in terrorist groups, and what eventually forces most to end their active involvement in terrorism. Secondly, the contributors focus on the challenging issue of how to respond to terrorism. These chapters provide information for those concerned with short-term tactical problems (e.g. interviewing), as well as those looking towards the more long-term strategic questions of bringing an entire terrorist campaign to an end. Ultimately, the individuals involved in terrorism require a more complex response from society than simply a quest for their apprehension. Believing inaccurate and misleading characterizations leads inevitably to damaging policies and deficient outcomes, with campaigns of violence being needlessly prolonged. It is from this perspective that the concern arises with how researchers -and the policy makers guided by them - perceive the psychology of terrorists and of terrorism.

Available in PDF, EPUB and Kindle. Book excerpt: Counter-terrorist Law and Emergency Powers in the United Kingdom, 1922-2000 examines in detail the introduction and development of the 1922-1943 Civil Authorities (Special Powers) Acts (SPA), the use of which contributed to the fall of the Northern Ireland parliament and the assumption of direct rule by Westminster. The book reveals over 100 Regulations that the northern executive introduced under this legislation which escaped analysis. The 1973 Northern Ireland (Emergency Powers) Act was drawn almost wholly from Regulations introduced under the Northern Ireland Stormont regime. Similarly, the 1974 Prevention of Terrorism (Temporary Provisions) Act drew on legislation previously in place. The book examines not only the statutes themselves, but also why they failed to be temporary measures and became firmly ensconced in the British response to Northern Ireland. This discourse of rights leads into consideration of European counter-terrorist legislation and cases brought before the European Court of Human Rights for the exercise of emergency law in the United Kingdom.

Book excerpt: As terrorist attacks continue around the world, from London and Madrid to Afghanistan and Iraq, questions multiply about the effectiveness of current antiterrorist strategies. America's reliance on military approaches and the Bush administration's avowal of a constant state of war have overshadowed nonmilitary, multilateral efforts, and there has been an analogous neglect of these alternative strategies in the literature on terrorism. Uniting Against Terror fills this gap, examining and evaluating post-9/11 cooperative nonmilitary responses to the global terrorist threat, with a particular focus on efforts of the United Nations, the Financial Action Task Force, the European Union, and a wide array of multilateral institutions. Uniting Against Terror argues that defeating the global terrorist threat requires engaging international financial, diplomatic, intelligence, and defense communities and law enforcement organizations in an atmosphere of cooperation. It examines cooperative diplomatic and economic policies to address the changing face of terrorism and the global Al Qaida threat, differentiates between protective measures and long-term preventive policies, and makes recommendations for effective cooperative nonmilitary strategies. Included are chapters that analyze the UN and its role, the unique blend of sanctions and diplomacy that convinced Libya to end its support of terrorism, efforts to halt the financing of terrorist networks, and an account of the European Union's unified "Plan of Action" against terrorism.ContributorsStephanie Ahern, Oldrich Bures, David Cortright, Kathryn L.
